Publisher cannot complete the operation. Pub 2000

Office 2000, Publisher 2000 on Windows XP Pro, SP2. If I, as Administrator,
sign on to the PC and start a wizard (newsletter, for example), everything is
okay. If the user signs on (limited account) and does the same thing, they
get "Publisher cannot complete the operation."

Have done Add/Remove Programs, Show Updates checked and cannot find security
update 894540 or 910729 (MS06-054) as described in a previous response.
Because of this, I am hesitant to alter the registry as the fix dictates.

If anyone else has encountered this with a limited account on Win XP, SP2,
let me know if the registry edit is the correct path to take please. Thank
you!!!

Some programs simply do not work correctly when applied to a limited user,
especially older programs. This article has a workaround. Publisher isn't on the
list, but it is worth trying the workaround.

We can't give users the Administrator password or go to their desk to do so
but I appreciate the help. This user has used the wizards in Publisher in
the past with no problems so I'm guessing it may have something to do with a
fairly recent update. I'll probably try the response you provided in this
community to another user with a similar problem even though it means editing
the registry! oooooooo

Did the registry edit, same error
Rebooted the PC after the registry edit, same error

Changed user account to Power User, same error (left user as Power User)

In Publisher, Tools - Options - User Assistance - unchecked Use Quick
Publication Wizard for blank publications, same error

Tried creating a new file using File - New - Publications by Design - double
clicked on a design, same error

Tried creating a new file using File - New - Blank Publications - double
clicked on a design, okay

Changed Security settings for Users on folders \Program Files\Microsoft
Office\... Clipart, Office and Templates, same error

This user was able to use the Wizards and templates in Publisher 2000 before
and we haven't applied anything to her computer except whatever Microsoft
Updates does so has anyone come across this after an update has been applied
and, if so, which one? Please note, I already tried the registry edit as
describe in 928890.

I performed a detect and repair in the Publisher Help menu - no good.
I used the original CD and did a Repair - no good.

In past experience, when we tried to create a new user profile in Windows XP
using the same user name (e.g., Smith, new profile=Smith), the name gets
changed somehow. Is there a way to keep the user's profile name to be
exactly the same including the new profile folder name?

Running Vista Home Premium on HP Laptop. I have administrator privileges, I'm
the only one who ever uses the computer. Everything else is working fine.

Installed downloaded 60 day trial of Publisher. As first test use, I
selected a newsletter template (double-clicked on it), immediately got the
message "Publisher cannot complete the operation ... OK"

Same problem the next day. Not able to even select Blank Letter Portrait, it
gives no error message but the blank sheet of paper just stares at me.

I can open an old pub from a previous version of Publisher (which does not
exist on this computer). Things look a little funny, and I can't actually
change anything, but at least I can read the page.

58 days to go on 60-day free trial. I am ignoring the constant opportunities
to purchase the product. I hope you guys can help me get it running before
the time runs out.
