Publisher cannot convert this picture

When trying to insert picture from file, Publisher 2000 gives the error
message "Publisher cannot convert this picture. This is either because
Publisher doesn't recognize the format of the picture you want to add or
there was an error loading a graphic converter. Publisher has graphics
converters that enable it to recognize most picture formats. Some of these
converters may be missing. To install converters for word processors and
graphics, please run setup again."

I'm trying to import JPEG pictures created by my Fuji digital camera.
Pictures are about 1.5 KB in size. I can insert JPEG pictures created by my
older Fuji digital camera.

I've reinstalled Publisher 2000 with all of the filters. Still get the same
message. Any ideas?

Publisher 2000 does not use compression, so if the image is 1.5 MB it maybe have as
much as 25 MB of data.
Resample the image in a Paint program and try again.
