Is there ant way to import Publisher to PictureIt Publishing?

Is there any advantage?

Is Publisher still the best for setting up newsletters and etc.?

No. Publisher is a far more advanced product to PictureIt.

Is Publisher still the best for setting up newsletters and etc.?

In terms of Microsoft products, yes. There are some more advanced programs
from other manufacturers, but these tend to cost more and are less easy to
use.
