Re : Excel OFFSET and SUM worksheet functions

For the convenience of delineation, please proceed as follows :-

1. Enter into cell(A1) a formula, =row().
2. Fill down from cell(A1) to cell(A23). It shows a series of running
numbers, 1 to 23.
3. Enter into cell(C10) a formula,
=SUM(OFFSET(A1,0,0,ROW(A23)-ROW(A1)+1,1)). The cell contents show, 276
(correct).
4. Erase the cell contents of A11:A13. The cell(C10) shows 240
(correct).
5. Enter into cell(B10) a formula,
=SUM(IF(ISBLANK(OFFSET(A1,0,0,ROW(A23)-ROW(A1)+1,1)),1,0)). The cell
contents show, 0 ; the correct result should be, 3 (and there, it does
not show so).
6. Please enlighten upon the given results as observed.
