MS Outlook 2002: When I reply to email with attachments, the attachments are
removed. How do I reply / reply to all with the files still attached to the
messages? If I forward the message, the attachment stays, but not when I hit
reply. - Thanks

Since the attachment was there when you received the message, that means
that the send and all the recipients already have a copy. Outlook,
therefore, removes the attachment on Reply or Reply to All, since everyone
already has it. Why would you want to send something they already have?

Is it possible to make changes to an attachment and then reply to the sender
with the changes?

Of course - but as you will have saved the amended file, it's different
and so you need to attach it to your reply.
