Ruler appears incorrect when using zoombehavior = visZoomVisioExact

I've found that when I use the zoom behavior visZoomVisioExact the
rulers become incorrect. The further i move a shape from zero the
more off it gets. I noticed this when i tried to SetCenter(x,y) or
set ResultIU on PinX or PinY and it wasn't lining up on the ruler.

Has anyone ecountered the same behavior?
