Try hitting "Change" where it says "150dpi" in the Save As dialog.

While you're at it, you should consider using PNG or TIFF instead of
JPEG, as JPEG will degrade quality of most objects back to 150dpi level.

The resolution settings are not changeable in Publisher 2002. It does
not export at 150dpi, either, it exports at 96dpi.

Use a PDF converter (such as PrimoPDF from www.primopdf.com) instead.
Then if you really need an image format, you can use the procedure
described at http://ed.mvps.org/Static.aspx?=Publisher/convertpdf
