Send/Receive Does Not Work - Help!

For no apparent reason, my Outlook 2003 spontaneously stopped sending mail. I
have just one email account and under Tools -> Email Accounts, test messages
send successfully. However, when I open Outlook and click Send/Receive,
nothing happens and then the Send/Receive button spontaneously disappears.
When I open a new message window, there is no Send button either. After a few
tries opening and closing Outlook and rebooting the computer, Outlook stopped
receiving mail as well. In an attempt to resolve this problem, I have tried
the following:

1. Uninstalling and reinstalling Outlook
2. Deleting my email account from Tools -> Email Accounts and then
uninstalling and reinstalling Outlook

Neither of these steps has had any impact. I am completely baffled by this
problem. Please help!
