sending a e-mail on time

i'm trying to send an e-mail on a certin date and time how do i do that? when
i go to options and go to delevery options and put in do not send before. i
put in the date and time. it puts the e-mail in my outbox but does not send
it at that time!!! Is there anyting else i should be doing? i'm using outlook
xp and windows xp. exchange sever. thanks

Do you have Outlook running when the send time occurs?
