Does marking a message as private in Outlook prevent the message from being
read by a delegate? Is there any way for a sender to know if there are
delegates so content can be kept confidential-assuming anything in e-mail can
be considered confidential.

Usually, unless you've allowed your delegate permission to see them.

It seems to me that you won't have a delegate unless you specified chosen
one. No one can become your delegate without your permission.
