Sends EVERYTHING to Junk Folder

I am running Office 2003 with all updates. I have the Junk Mail filters in
Outlook turned off (No Automatic Filtering). I have no blocked senders. I
don't have any Rules set. Yet everything still goes to the Junk Mail folder
first - except for those things I've marked as 'Safe Senders'.

Based upon another suggestion I tried the Outlook Safe Mode and it still
sends things to the Junk Mail folder even with Junk mail option turned off.
I use Norton Securty Suite as an anti-spam program but that sends things to
the Norton Junk Folder (a seperate folder) and I had that off while testing
this.

So, any ideas? It seems that it doesn't matter what the Junk Mail settings
are - it always acts the same way. It sends everything except those marked
as Safe Senders to the Junk Mail Folder. How do I get it to actually do what
I told it to do? Thanks.

I noticed that your email address is a government one so... quick question.
Are you attached to an Exchange Server that might be doing its own server
side filtering?

Hmmm, if you uninstall the last Junk Mail update does anything change?

In my Add and Remove programs I'm not seeing any Junk Mail Definition
updates. Where do I find them so I can remove them and test this?

Just to be certain, make sure you've got the box checked to show updates in
Add/Remove programs. Alternately, if you don't have any of the updates
installed.... try installing the latest.

I had Show Updated checked and saw lots of updates on most other Microsoft
products. Just didn't see any for Outlook. I just figured I was looking in
the wrong places (kind of like my love life). So, I just downloaded and
installed the latest one and I see it in the Add and Remove Program list.
I'll monitor the behavior now and I'll let you know what happens. Thanks for
the help.

I'm a bit stumped here considering you've got the Junk Mail set to no
filtering. As a test have you tried one of the other settings to see if they
react differently in your case.

It reacts the same way no matter the setting. Unless the person is on my
safe sender list it always goes to Junk mail. Even if they are in my
contacts and not on my safe sender list they go to Junk Mail (and I have
Always trust e-mail from my Contacts checks).

I'm stumped too. I have No Filtering checked, no rules set up and no blocked
senders on the list but things are still going to Junk Mail. Makes no sense.
Any other ideas?

Vince,

This has me confused as well. You can see my settings at
http://www.slundwall.com/outlook.htm. The few rules I have there send Yahoo
Group daily summary messages to some folders and that's about it. So, why is
everything going to Junk unless they are on the Safe Sender list? Thanks.

Didn't see anything odd there but for giggles (yes, I realize that this
isn't actually funny but laughter is good for the soul) try turning off all
the rules to see what happens. Probably nothing good but it's worth a few
mintues of testing.

Okay, I'll admit it, I screwed up. I'll put this up on the group so
hopefully others can learn from my Homer Simpson "Doh" moment. I took a look
at that International tab on the Junk Mail set up in Outlook. It seems all
the international domains were checked and that is what it was sending to
Junk Mail. When I clear all of those (and the language ones as well) then
Outlook keeps its hands off and Norton handles it all. Thanks for all the
help. I'll go away now........
