Setting "Sensitivity" to Confidential

Hi - If I set sensitivity to Confidential, can only the recipient see it/read
it or can his delegate read it, too?

Is there any way to ensure that no one else, including any delegates, is
able to read the email? Set it to Personal? Private? Confidential?
