Outlook does not provide a way to mark a message as junk. What it does
provide is a way for you to add the message's sending address to the Blocked
Sender list, which is not the same thing. Moreover, it's fairly pointless
for controlling spam because junk e-mail senders tend to not reuse sending
addresses, so keeping track of the sending addresses via the Blocked Sender
list will not benefit you substantially.
