Size Limit Rules for Public Folders???

I have users who are trying to move large emails (25mb) into a public folder.
However, they get an error message that says " A rule for this public folder
prevents messages this large from being posted in it" or something to that
effect. Anyone have any ideas on this? I already went into the System
folder (OWA ScratchPAD) and unchecked size limit was set to 1024).
