Sort by Subject, not Group

I'm using Outlook 2003 with latest SP, Windows XP SP2

1. CAN GROUPS (as in SORT IN GROUPS) BE RENAMED?
2. WHY DOES OUTLOOK ALPHABATIZE THE SUBJECT BASED ON THE GROUP NAME,
EVEN WHEN "SHOW IN GROUPS" IS TURNED OFF?

Here's what's happening:

When viewing messages in a Public folder on our Exchange server (Windows
Exchange 2003), I need to have the messages sort by subject.

When I deselect "Sort by Group" and put them in alpha order, the last 28 of
158 messages in this folder are out of order. The first 11 characters of
subjects for ALL MESSAGES in this folder are the same:

"FW: #OT HP "

followed by an employee's last name, first name, then employee #

The subjects of 130 messages are in correct alpha order A through Z:

FW: #OT HP ZUCKER, DANIEL ######
(fictional name)

which is followed by 28 names that are out of order:

FW: #OT HP BROWN, FOX ######
FW: #OT HP CLARK, JOHN ######

WHEN I SELECT "SHOW IN GROUPS", I collapsed the groups and was presented
with this:

+ Subject: #OT HP ZUCKER, DANIEL ######
+ Subject: FW: #OT HP BROWN, FOX ######
+ Subject: FW: #OT HP CLARK, JOHN ######
