Summarizing resource allocation issues for management

What is the best way to represnt over allocation scenarios to mgmt? I have
about 10 projects with 4 resources that I know we don't have the staff
available to do each of the projects simultaneously. Is there a better way
represent this info besides the resource usage view and in the absence of the
portfolio analyzer? I want to give a clear / concise picture to mgmt.
