Switch from 11x17 (tabloid) to 8.5x11 in page setup causes scrambling

I have created an 8-page newsletter using "booklet" and "tabloid"
paper settings which worked well, but now need to change its template
to letter size. The conversion process makes a mess out of the pages.
(The original document is 2 sheets of 11x17, printed both sides and I
want 4 sheets 8.5x11, printed both sides)Is there a workaround for
this problem, or am I doing it totally wrong?

If you are using 2003 and a built-in newsletter template, Publisher will adjust
your pages automatically, with the exception of inserted images.
Publisher 2007 it is all manual. You can turn on *Auto-fit text* in the format
menu.

I wonder if this would work (too lazy/busy to try right now);
Group each page's content and move each page off into the scratch area, then
change the page/booklet setup, and move content back onto pages(?).
