Task dependencies

I would like to link multiple tasks to TASK A where the TASK A is forecasted to start 2 months before the earliest predecessor task. TASK A is used as a reminder for a team to notify another team of something. However, during early planning, we are unsure which of the multiple predecessor tasks will start first. Is this possible?
