Have you tried a web search on "boy scout" "software". Given the scope of
your project, I wouldn't expect there to be any free templates out there
that would do all you want without a great deal of "tweaking".
I'd also consider any of the commercially available packages out there,
like... for $50 you might avoid a lot of rework, and get a time-tested,
proven solution right off the bat. I think Rank N File has a demo to try
out.

But... also check with the National BSA, other Scout Leaders, or any of the
Scouting magazines. (That brings back memories of my subscription to "Boy's
