The dreaded "Operation Failed" message

I have one user that is running XP SP2 and Office 2003 SP1. Whenever she
tried to perform a right click on a document and then a send to mail
recipient she gets an error that reads "The Operation Failed" no other
messages. So far this is what I have tried without success:

Checked the event logs no info

Uninstalled and reinstalled Office

Created a new profile

So far she is still having the same problem. Any suggestions?
