Theme Effects in Word 2007

I'm trying to understand Theme Effects in Word 2007. Supposedly, effects
apply to lines and fills. However, when I apply any effect, lines and fills
stay the same as when first drawn. Newly drawn objects are the same
regardless of the applied effect.

Can someone explain? Thank you.
