Two A5 flyers on A4 paper

Please advise how I can set up my publication to print 2 x A5 flyers on each
A4 page

File > Page setup.

Set up the page size to Custom, and use A5 size (14.8 x 21.0cm).

Use the "Change copies per sheet" dialog to set up Publisher to print
multiple copies per sheet.

File, page setup, select A4 in the printer properties, in page setup, landscape,
width 14.8cm. Publisher should say it will print two per sheet.
