Unable to connect to outgoing SMTP server

I am using Outlook 2003 and I can receive emails but cannot send them from my
server. The IT guy who runs the server believes something must be blocking
the outgoing port perhaps. Any suggestions???

Below is the message I receive constantly.

Task 'mail.morrisonmedia.com.au - Sending' reported error (0x80042109) :
'Outlook is unable to connect to your outgoing (SMTP) e-mail server. If you
continue to receive this message, contact your server administrator or
Internet service provider (ISP).'

-Check your SMTP sever settings
-Check your Firewall settings
-If you are using a virus scanner that integrates with Outlook disable this
integration and try again.

server settings are correct

firewall is disabled and outlook is added to exceptions

no anti virus software on computer to my knowledge is there anyway to check
besides program list in start menu or add/remove program list in control
panel??

appreciate your help..
