Unblock a hyperlink

I am new to these discussion groups. When I received my email notification
of a reply, when I click on the link given Outlook closes down. I notice
that if I hover my cursor over the link at the beginning it says "blocked::".
I am sure it is a security setting. Is there a way to change that?
