Ask in the BODY.

It means that whatever operation you were asking Outlook to do failed.

What should I be looking for to determine what has failed?

What version of Outlook? What type of account? Any other text in the error
message? Anything in the Event logs?

What type of account? I'm not sure what you are asking for unless you
asking me to indicate a POP account

Yes.

Where do I find the Event logs?

Right-click My Computer and choose Manage. Expand System, then Event
Viewer. Click each of the event logs in turn to see if they contain any
information about the error.
