where is the drawing tool bar?

trying to group objects and the help menu told me to find the grouping button
on the drawing tool bar, problem is, i don't know which one is the drawing
tool bar and i can't find the group button

Select multiple items. Look for the little puzzle piece picture in the
lowest right corner of your items. Click that. They are now grouped.

In addition to JoAnn's reply, there is not a "drawing toolbar" in Publisher.
That is a help file error.
