Start Outlook. Right click on the icon in the system tray (bottom right
next to clock). Is there a checkmark next to the option to show the new
mail desktop alert?

Yes. There is a checkmark beside the option to show the new mail
desktop alert. Keep the ideas coming!
Thanks.

First thing I would try is to turn off the alert bubble, restart Outlook,
and then turn it back on.

If the above fails, take a peek in the registry to see if any values exist
below the following locations.

HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\11.0\Common\DesktopAlerts

or

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Common\DesktopAlerts

PS - The only thing usually listed under that later is the Opacity value.
I'm more curious to know if there is a XOffset and YOffset value.

These were great suggestions although they all seemed to be in
order..... good idea about the offset values... but they were 39 and
51 respectively.... all other settings checked out...... i did test by
way of 'preview' in the advanced email alert notification settings and
i DO SEE THE ALERT perfectly... but just not when the actual emails
arrive. odd eh??????

Not really because the alert would only show for things arriving in the
"Inbox". Now there are 3rd party programs (e.g. antivirus) that can really
muck with things where items are actually delivered to a hidden folder,
scanned, and then moved to the Inbox. This move action by the 3rd party app
is what breaks things.

I have found a solution to my problem!!!!!

for those of you who wrote - THANKS!
Solution : (to new email alert notification bubble)
I simply added a extra RULE (before) the MOVE rule that was created
from a 'BLANK RULE' that identifies the ACCOUNT and then sends a
DESKTOP NOTIFICATION ALERT.

hope this helps whomever needs to know!
ciao for now.
