Why can't I see bitmaps in messages in my Inbox but can when I try toforward the message?

In addition to with normal .bmp files, this also occurs when I try to
send a message using Publisher. The message I recieve has just the
text from the publisher file, but when I forward it (or when others
recieve it) I can see the picture.

I am using Outlook 2003 and Windows XP. Thanks in advance for any
help.
