Why does Access change bitmaps to packages?

In Need of Help

I am trying to insert a bitmap and Access keeps changing it to a bitmap. I
have researched for a while but still can't find a feasable answer. So
things that I have found has told me to reinstall Photo Editor, convert all
GIF and JPEGS to .bmp and I still have the same problem. Please help if you
can.
