Why is my timestamp on emails incorrect

The timestamp shown on my emails is 9hrs behind the time on my pc. How
do I reset the timestamp on my emails? Thank you.

Set your system clock to the correct time maybe? The properties of your post show that you are ± 0000 which is GMT.
