Wizard for combo box

When I am in the form design mode and I try to create a command button or a
Combo Box, I do not get the wizard. I have access 2002 installed on two
separate computers I do get a wizard on one and not the other. Why?

In Design View, click on the Tool Box. The wizard button should be
down (it's the wand with stars). If it's up the wizard does not come
to visit.
