only reply emails working cant sent new emails

I have a problem where using outlook 2003 with exchange 2000 i can only send
replys. when i create a new email and send it it gets sent but doesnt actualy
go anywhere and i dont get a undeliverable back. this only happens when i use
the outlook2003 for that account problem does not exist using outlook 2000 on
another PC... i have seen this once but have no recolection how to fix it.
please help

If I were in your shoes, I'd first try deleting and recreating the account.
If that didn't work, I'd create a new mail profile.
