0x80040e14 error with Project Server 2003

This morning we discovered our system had stopped automatically creating
Sharepoint sites when projects are added. In doing some testing, I did the
following and I think I've created a big mess.

1. Added project ZTEST1 to project server and saved it. I did not publish
the project.
2. Checked in PWA and the project was present but the Sharepoint site was
not created.
3. Went to PWA's Admin page and deleted the project and checked the box to
delete the Sharepoint site (without thinking about the fact the site doesn't
exist).

These 3 steps did not give any error messages HOWEVER, I then proceeded to
create a second test project ZTEST2 and before I saved it, the spooler
informed me I had an error 0x80004005 pending. We have been getting these a
lot lately and when we hit retry they do not reappear. So I hit retry and it
went away.

Next, I saved the second test project but got an error in the spooler
0x80040e14.

We tried to follow the instructions in KB article 889500 but there isn't an
error in the event log.

We looked at the tables described in the KB article and found this.

In MSP_PROJECTS, project name ZTEST2 exists with PROJ_ID=776.
In MSP_WEB_PROJECTS, project name ZTEST1 exists with W_PROJ_ID=536 and
PROJ_ID=776.

We suspect that the system is trying to insert ZTEST2 in to MSP_WEB_PROJECTS
but can't because a project already exists with the value of PROJ_ID=776.
But, we don't know what to do to right the ship.

Any help will be greatly appreciated.
