Actuals in the projectfile not equal to the actuals in the timeshe

Hi,
We are using project server 2003 with SP2a running on windows server 2003.
Last week we found out that in all most all plans (70 in all and 2 admin
projects) other than some 7 project plans the actuals in the projectfile and
the actuals in the timesheet of the employees are not matching. In few cases
the timesheet hours are more and in others it is vice versa. We are using
project server for project planning for almost 3 years now and we have found
out mismatch of this proportion only now. There is no specific pattern of
mismatch either related to admin projects only or in specific projects. It is
there in all most all project plans. Could someone please throw some light on
how this could have happened? The varied reasons and how this can be
eliminated in the existing system or if not possible to eliminate in the
existing system suggest few good practices so that this situation will not
arise in the future? Your suggestions will be very much helpful. Thanks in
adavance.
