Add headings to OneNote as an alternative to outlines

I've been using OpenOffice to take class notes but have been considering a
change to OneNote because it would let me to draw diagrams quickly on a
tablet PC. However, I take a lot of notes -- often 5-10 pages of
single-spaced text per class. It seems like OneNote assumes you'll use an
outline structure to organize your notes hierarchically. The problem with the
way it implements the outline structure is that it requires you to indent
each sub-level: by restricting the margins, the text becomes even longer.
What I would like is a more word-processor-y ability to have level 1
headings, level 2 headings, and so on, linked to shortcut keys, so I can type
a paragraph and then hit ctrl-shift-1 and have it magically turn into a level
one heading.

There are two subsidiary features tied to this one that would also be
extremely helpful. The first is a Navigator, borrowed from the OpenOffice
world. Essentially, it's a window that shows your headings indented like an
outline. You can double-click on any heading to immediately jump to that
point in the document. Also, it gives you the ability to rearrange the
structure of the text by changing the level of a heading (and all the ones
under it) or by moving chunks of the document around. In this case, it would
be most useful just to keep track of what level of outline the writer is
currently in.

The second is the ability to put heading information in a page footer when
printing notes. Our exam-taking software does not allow access to any other
software on the machine while you're taking the exam, so for open-book exams
all our reference materials must be hardcopy. The exams are inevitably
race-horse exams -- too much to write and not enough time -- so anything to
speed up access to notes is critical. Currently, every page of my notes
includes the contents of the most recent heading1 in the page footer, and I
put the date I took the notes in that heading. Even better wouild be the
ability to put the heading1, the date of the notes, and the most recent
lowest-level heading, so if the notes said

10/2/2005
(heading1) governance
. . .
(heading6) voters' rights
. . .

the page footer could show something like

Corporations notes 2005-10-02, governance (voter's rights), page 10 of 23
