After reinstalling win98, I cannot get Outlook to send e-mail

I re-installed win 98 after experiencing slow MS Word and defrag not working.
Defrag still not working and now Outlook will not send or receive either.
The following message appears:

Create a new profile (do not copy it);
Control Panel-> Mail-> button Show Profiles

To access your current pst-file in the new profile;
File-> Open-> Outlook Data File...

To set it as the default delivery location;
Tools-> E-mail Accounts...-> button Next-> use the dropdownlist below
