Apt. Attachments and Mailbox Size

When you send a meeting request and attach a file say 4MB, does that file get
stored in each recipients mailbox as part of thier mailbox size too. Or does
mailbox just habdle the storage? I have a user that is freeking out about
meeting request attachments and mailbox over the limit. Personally I think
the problem is with his with the Inbox, Sent or Deleted Items. I seem to
recall someone telling me that apt attachments are stored in the sender's
mailbox and does not effect the recipients mailbox size. Can anyone confirm
whether this is the case or not?

If they are all on the same exchange server, single instance storage means
only one copy is stored, but it does count against each persons mailbox
quota.
