Best way to track budget - budget cost / baseline budget cost vs. cost or task level?

Better to use budget cost/baseline budget cost vs. cost or compare
other cost attributes at the task level? This would be for capital
only for now. There are so many darn cost attributes it makes my
head spin. Is there a reason there are so many?
