Can’t change order of tasks in OneNote 2007?

Is it true that tasks listed in OneNote must remain static (no insertions)
once tasks are assigned to Outlook 2007 ... if you want to maintain links
between the two products? We’re using OneNote2007 to capture and organize a
list of home improvement and repair tasks. Tasks currently being worked on
are tagged and sent to Outlook2007. This provides visibility of current
To-Dos with other calendar commitments. We’ve recently run into a crisis
(strong winds) requiring that new repair tasks be inserted (not appended)
into the OneNote list of tasks. Now when I go to an active task in Outlook
and try to follow the link back to OneNote (to review the context) it no
longer goes to the line defining the task, it goes to the original location
of that task in OneNote. In this case, the original location is now
describing a new storm related task.

Can my original OneNote list of to-dos be updated with new items and
maintain links between products?
