Can I autorun a rule on the Junk Email folder?

I have set up a website html form for a client to deliver quote requests to
his email account (via a sever side .asp script). The form requires the user
to enter their email address which becomes the 'From' data when it arrives as
an email in his Inbox. This is where the trouble begins as he has his Outlook
Junk Email filter set to High and consequently all these new sales leads
email addresses are not on his safe senders list and go direct to the Junk
Email folder. I've replicated the scenario here at work and have set up a
rule which I can run manually on the Junk EMail folder (it looks at the
subject line - a hidden filed that my form generates) to move these emails
back to the Inbox. This however is a far from ideal situation for the client
and I twill be a pain for him to go through his Junk Email folder several
times a day and run a rule on it. How would you suggest I get round this
problem? I could tweak the form so that the 'From data' in the resulting
emails is from a generic consistent email address and then add this to the
safe senders list, but he specified that he liked hitting the reply button at
the top of a new sales lead email...

I'd appreaciate some advice...

Rules run automatically only on the Inbox. The client should lower the
sensitivity of the junk mail filter.
