Cannot paste in Publisher 2000

User has Administrator rights on her Windows XP Pro SP2 PC running Office
2000. She can't copy and paste from one of her Publisher documents to
another even though she could up until recently.

Tried repairing Publisher using original CDs, tried deleting her account on
the PC and creating a new one. No changes were made to her computer, the
network or her files. She has had problems with Publisher before (that
required creating a new user profile on the PC) but never this one. If I
sign on to the PC as Administrator, I can copy and paste. If I sign on as
her, I cannot perform the exact same thing. I have tried using the menu
functions as well as keyboard (Ctrl-C, Ctrl-V) and nothing is working.

I don't know what else to try and this user really needs and uses Publisher
to get her job done so any help would be greatly appreciated.
