Cannot Save New Page To Live Web

-Using FrontPage 2002 in an Intranet environment
-The site owner can open the subweb through IE with the Edit in FrotPage
button
-He cannot open the site directly in FrontPage
-Authentication is via an Active Directory account
-He can edit and save existing pages to the live development server
-He can publish from the dev server to the production server
-When he tries Save or Save As on a new page, he can only save to C:\data\My
Webs
-With administrator rights I can open his site from the dev server and Save
or Save As to the live dev server
-I have performed Check and Repair on the Server Extensions

Any suggestions appreciated, I have beat my head so long on this one I ca't
see the forest for the trees.
