Can't create the item

We have two Terminal Servers with Roaming Profiles setup. Users that log
onto one server are able to click on mailto links and outlook loads up with a
new message.

On our problem server, clicking a mailto link generates an error "Can't
create the item."

Followed all the suggestions to clear the forms cache, even reinstalled
Office Pro 2003.

At a loss. Anyone else seeing this or has seen it and figured out a fix?
