Disable Outlook Cached mode on Kiosk Machine

We recently upgraded to Office 2007. I used the Office Customization Tool
(OCT) to set the default mode to cached. Cached mode works great except for
one little problem. We have several remote branches connected to the main
branch via a T-1. A lot of managers, with big mailboxes, travel to these
remote branches and login into one of several kiosk machines to check their
email. This causes two problems. First, the manager is annoyed because it
takes too long to download their huge mailbox and second everyone else at the
remote branch is annoyed because their bandwidth is decreased. Is it
possible to use online mode on these kiosk machines? Group Policy doesn’t
look like it will work because the settings I’m looking for are under the
User Configuration and not the Computer Configuration. I don’t want to
change the User Configuration, because I want them to use cached mode on
their PCs.
