Document Imaging Pen and Highlighter Toolbar buttons

When I open a .tif image I cannot use the Pen or Highlighter toolbar
features. They don't seem to work. I can select the Pen and PenShape, but I
cannot draw using my mouse. And the Highlighter toolbar button cannot be
pressed. Its not disabled, but when I click it, it just unclicks and instead
selects the Pen toolbar button. I'm confused ???

I found out why the Pen and Highlighter toolbar buttons do not work sometimes.

CAUSE: This behavior occurs when Microsoft Handwriting Component is not
installed. Microsoft Handwriting Component is installed with the following
Microsoft products.

But in my case this component was not installed. See the link to fix this
problem.
