Encarta Dictionary missing

I have several users on my network who don't see the Encarta Dictionary in MS
Word 2007. They right-click on a word and select Lookup. The research pane
opens for them and shows the Thesauruses and the Translation options, but no
Encarta Dictionary. I have tried to uninstall and reinstall Office 2007 Pro
SP1 with all the latest updates and it has not helped. I tried an online chat
with Microsoft for an hour and they couldn't find the answer as well. Half of
my users have the problem and half don't. All have XP SP3 and IE7 installed
and everything else should be about the same. Has anyone seen and resolved
this issue yet?

The only solution I did find on the Internet (which did not work) was to go
into Word Options, Proofing, and make sure the "Use Contexual Spelling"
option was checked. It was, and all other defaults are in place.

If anyone has any ideas, please let me know.
