Encoding not working in Publisher 2003 SP 2

Using Tools>Options>Web>Encoding, I've set Publisher to save my file with
"Western ISO" encoding. After publishing to the web, whenever I view with
IE, the text is encoded as "Unicode", which causes many of the characters
(such as quotes) to appear incorrectly. How do I fix this?

Hi David - regarding this post, I checked my coding and it is Western
European (Windows) - using Publisher 2002. I often wondered if choosing
something else would make any difference. What does Unicode (UTF-8) mean?

Stevan,

Remember my 'if it ain't broke, then don't fix it' answer to the whole idea
of moving to Pub 2007? That might apply here. At the same time there is a
possibility that by switching to Unicode there will be some character or
symbol on your site that will render correctly in some browser somewhere,
sometime...it does seem to be a more universal encoding. Honestly, I don't
know. I do know from the years of helping out in this group that this is the
most common 'fix' for some characters, text, symbols etc. not rendering
correctly. And, I don't know that it would hurt anything. I use Unicode as a
default for what that is worth.
