Error 1311. Source file not found

When I try to open any Excel document it starts up the installation process
and gives me the following Error

"Error 1311. Source file not found C:\MSoCache\All
users\90000409-6000-11D3-8CFE-0150048383C9\PA561401.CAB" Verify that the
file existed and that you can acess it.

How can I open my Excel programme for working
