Error 85010014 in MS ActiveSync/ "cannot find item" in Outlook 200

I have Outlook 2002 (SP3) running under Windows 2000, and am running
ActiveSync version 4.2.

ActiveSync consistently fails to sync tasks and calendar from my mobile
device with Outlook, citing error 85010014.

In addition, Outlook consistently fails basic commands, giving the error
message "Cannot find item. Try again."

What am I doing wrong?
