Error BEFORE provisioning Project Web Access

Hi all,
after the installation of PS2007 on a clean SharePoint stand-alone server,
after running SP&T, starting the Project Application Service, restarting IIS,
rebooting the machine and other several trials, I'm stucked at this point:
When I click on "Project Web Access Sites" in the SSP page I get an error
"File not found". It tries to open the page _layouts/managepwa.aspx.
This file actually exists in C:\Program Files\Common Files\Microsoft
Shared\web server extensions\12\TEMPLATE\LAYOUTS.

I would appreciate any help as I tried to google but didn't find anybody
that had the same problem.

Hi Paul,
thanks for answering.
I'm running Windows 2003 SP2 Enterprise 32bit.
SharePoint 2007 SP1.
Yes the software is the correct one, as I used it also for another
installation time ago in a same scenario.
I'm using the least privilege administration where each service is run by a
different account. I'm running the setup with a user that is local
administrator on the machine.
The installation setup proceded fine without errors. I also tried to do a
repair but didn't help neither.

Andrew,

Have you installed PS2007 into an existing MOSS farm ?

Did you either slipstream SP1 or re-apply SP1 during the install ?

Does the account running the SSP have the required NTFS permissions? If you
elevate the SSP user to local admin, does it work ?

yes I installed PS2007 into an existing MOSS farm (stand-alone) following
this Microsoft article

I installed Office Servers SP1(kb936984) after MOSS installation and before
installing PS2007, and didn't re-apply it.

SSP service account should not be a local administrator, but even making it
local admin does not change, same error. Same thing for the application pool
account running SSP.

The setup user is the one that should create the Project Server database,
and he is indeed local admin and dbcreator.

I tried to run Office Servers SP1(kb936984) again, and SP&T as well but
nothing changed.
